In Oklahoma if just for personal or regular agriculture use less than 15 acres, you don't need anything.
Mine isn't on a creek, just runoff on my own land about 20-30 acres each pond.
They have made a bunch of progress. Almost done with the 1st pond. I measured dam at 600 feet long, much bigger than I expected.

had fun adventure last night, love it. Didn’t take any deer, but drove to the far southwest corner of the ranch 18 miles away. Takes hour and half each way rough roads. Very cool huge dry salt lake.
Great morning sit same place as last night. The same deer including the young big 10, but some new deer too. Had to think twice not shooting this heavy older deer. He was just too narrow and short.
Had a bad allergic reaction last night, but I think I’m ok. This morning started hunting. Saw about 10 bucks, but no shooters. This guy was the biggest.
Flying to Laredo this morning and then across the border to a remote 50,000 acre ranch. This is 4th time I’ve gone in 5 years.
I love it. You see 5x more deer and bigger than United States. Also fun driving around on the high rack trucks you can see forever in the desert.
